James Blackwell
Jim will head Locality's Business Advisory Board and be a member of the Board of Directors of the company.

Jim is 41 years old and is in charge of Human Resources for Chevron International in San Francisco, California. Jim has extensive domestic and international management experience with Chevron which includes long-term assignments in Nigeria and Kazakhstan. Jim was a member of the Tengizchevroil startup team (a company with $20 Billion USD in assets) and was General Manager, Operations of Tengizchevroil for 3 years. Jim has been COO of businesses with gross revenues over $1 B/yr ($200m operating earnings) and workforce's of more than 12,000 employees.

Educational Background
Jim received Bachelor of Science degrees in Environmental Engineering and Biology from the University of Southern Mississippi. He earned his Master of Engineering degree in Petroleum Engineering from Tulane University and is an alumnus of Columbia University where he studied Senior Executive Management. Jim speaks Russian.
